Penajam Paser Utara: The Nusantara Capital City Authority (IKN) has set an ambitious target to deliver at least 109 modern landed houses in the core area of Indonesia’s new capital by 2028, marking a key step toward building its first residential community.
Deputy for Funding and Investment at IKN, Sudiro Roi Santoso, said on Tuesday that the homes would be ready for occupancy two years after construction begins.
“As planned, the first 109 families will occupy the modern landed houses in Nusantara by 2028,” he confirmed.

Sustainable Living in Nusantara
The modern homes will follow environmentally friendly and energy-efficient designs, aligned with Nusantara’s vision of a sustainable smart city. Beyond housing, Santoso stressed that the project will create the first residential community to bring life to the city’s core.
The housing development will be undertaken by PT Intiland Development Tbk, located in the IKN 1B planning area, in collaboration with Camce, a Beijing-based construction firm, to speed up delivery and maintain building quality.
Funding Model and Timeline
The project will use a Government-to-Business Partnership Availability Payment (KPBU-AP) scheme. Under this model, the private sector begins construction, while the government pays in installments after the project’s completion.
- Land Clearing: Partial clearing has already taken place.
- Infrastructure Prep: Access routes and basic utilities are being set up.
- Construction Start: Expected by early 2026, once permits, design, and financing are finalized.
- Target Completion: 2028, when families can begin moving in.
What Makes These Homes Different
“Modern landed housing” refers to homes built directly on land, with contemporary architecture, efficient use of space, and sustainable materials. The project is seen as a milestone, not just for housing, but for shaping Nusantara’s first neighborhood in its core government zone.
According to Santoso, PT Intiland Development’s contract covers all 109 housing units, with completion and occupancy firmly targeted for 2028.
